Judging photos is ultimately personal and subjective. Consider the following elements.
Composition and Design - The art of photography has a well-developed set of principles and guidelines for composition and design that have evolved through the ages under the influence of many cultures. They are perhaps the most important factor in judging photos.
Technical Skills - Every type and form of artistic expression requires mastery of a unique set of tools, skills, and techniques. Technical skills are foundational to photographic art and should be a major factor in judging photos.
Style - There are many styles and trends in photography, as in other visual arts, music, fashion, and architecture. The popularity and appeal of different styles is highly personal, cultural, and ever changing.
Originality and Creativity - Novelty is stimulating to the human mind. It increases our interest and fascination with photographs so originality and creativity are important criteria for judging photos.
Meaning, Emotion, Mood - Humans search for meaning in every aspect of life, including art. A photo has more meaning to the viewer when it triggers an emotion, tells a story, engages the viewer’s imagination or creates a mood. These intangible factors are important in judging photos.
Impact - This is something you know or feel immediately upon viewing an image. It is sometimes called the ‘wow factor’.
"Creativity is allowing yourself to make mistakes. Art is knowing which ones to keep."
- Scott Adams
